I note that, in accordance with the recommendations of the Advisory Committee on Recreation Grounds, lonous will, subject to the provisos detailed in paragraph 2 of your savingram under reference, be granted to certain clubs for te or twenty-one years, and I agree that in these case public nuction may be dispensed with and the lesser granted by private treaty.

The Report of the Advisory Committee has boen studied with interest and I am appreciative of the excellent work done by the Committee in its preparation. I am glad to observe that the recommendations of the Committee are broadly in accordance with sir patrick Abercrombie's Freliminary Planning Report for Kong Kong. question of providing adequate recreation space is clearly one which is intimately linked with town planning in general, and which points to the need for a town planning authority. In this connection I would add that I shall be addressing you shortly about such an authority (more particularly in connection with housing programes).
